Hedging as the Fourth Money Laundering Stage

Abstract

Anti-money laundering frameworks disproportionately target primitive methods - cash structuring, money mules - while sophisticated wealth extraction proceeds through derivatives and offshore structures. Drawing on five cases (BCCI, the London Laundromat, Danske Bank, FTX, Binance) and evidence from the Panama and Pandora Papers, the paper extends the three-stage money laundering framework (placement, layering, integration) with a fourth stage: hedging, which converts extracted wealth into legitimate-appearing risk management activity. It proposes hedging transaction due diligence standards, sovereign program transparency requirements, and beneficial ownership verification for derivative counterparties.
